Node problem detector

Deployment of https://github.com/kubernetes/node-problem-detector

The [./update.bash] script serves for quick update of the resources deployment resources
from upstream as well as putting boilerplate in place. It's not full automation, just
helps with version bumps and following upstream new releases.
